Background:

City of Winnipeg has a long range policy plan called Plan
Winnipeg initiated in late 70's, and periodically reviewed.
The most recent review has been taking place since February
1999. A small number of interested organizations and
individuals were able to express their views on Plan
Winnipeg at a hearing in early October. We believe that
everybody effected should be able to express their views on
the proposals and flaws of Plan Winnipeg, zoning and
assessment policies causing urban sprawl, downtown and
core area decay, high property and school taxes, traffic and
transportation, etc. before major decisions on these
important questions are finalized. 

We believe that it would be helpful if City of Winnipeg
acquired and installed a vote-by-phone system to be used
initially for cost-effective non-binding polling of citizens'
views on important questions. Later on, the experience
obtained with this system could lead to direct voting of all
citizens on all important issues.

               Murray's new garbage plan
               requiring to pay $1.50 for
               each garbage bag in excess of
