Local government unit in the philipines are provided by law to organize 
local development council to plan for the implemention  of programs, project 
and activities for the locality. How does the people participate geniunely 
in the governance?  How should the development council be organize?  What 
should be the  basis of their geniune paticipation? How can these peopleparticipate 
in the monitoring and evaluation of the programs, pojects and activities?
